Over grown hedge blocking footpath and parking

I have recently moved in to 1 Oaktree Gardens, we are an end house which is sectioned off from the main road by a big hedge, since we have moved in the hedge is massively over grown, which is beginning to protrude onto our boundary of the property. The hedge being so over grown is blocking a pathway which does lead up to a lane at the back of our property and it is also affecting parking spaces along the side of the road for ourselves and others, this is something we would not be able to approach ourselves being such a big job, we would appreciate if this can be looked into further.

The mast is leaning about 15 degrees. I am pretty sure that this is an electricity pole looking at the bare wires and a risk when the overgrown foliage is wet.
