Tree blocking light into my house

This tree has not been cut back for more than five years. It is over hanging our garden and blocking the light from entering the house. This has been reported on multiple occasions by my wife and several neighbours. This is not our responsibility it is the responsibility of the council to maintain trees on public footpaths.
