Overgrown hedge restricting pavement access

The hedge outside of the flats at Molesworth Close (adjacent to Molesworth Drive), has been overgrown for months and months, and needs to be cut back. Old people and mothers with pushchairs are having to walk in the road if it's raining as they can't access the pavement properly.

This report has been going on for a very long time now and has become dangerous during the hour of darkness. The BCC had sent me an email saying that if this hasn’t improved to get back to them in which I am doing so. As a council you have a responsibility to maintain the public footpath as shown below.
Council's main responsibility for public footpaths is to maintain them in a safe condition for public use, which includes repairing the surface, removing obstructions, and protecting the public's right to use the path. This includes asserting and protecting the right to use the path and ensuring electric fences are properly identified, while landowners are responsible for maintaining features like gates and stiles, and for clearing vegetation.
Obstruction removal: Remove any obstructions and take action against those who block the path. Can you please action urgently before someone becomes hurt/injured.
