Large amount of rubble bicking pavement and part of road

The resident of number 4 Failand Crescent is using the pavement and road outside their property to dump rubble. This has been reported previously by other residents and nothing has been done. It is now much worse, as previously it was just on the road. I know when it was reported previously evidence was provided proving it was the residents at number 4. The rubble is quite high and pavement inaccessible, very dangerous for pedestrians, particularly children.
