Unnecessary road closure

UoB say that work is being carried out, but for weeks there has been no work. As the unsafe wall has now been removed, there is no reason that highways cannot clear the highway and reopen the road. The excuse previously given was that it would complicate repairs. Repairs are NOT HAPPENING, so reopen the road.
