Domestic waste bin moved from 161 Whitehall Road and dumped on Prospect Place

I observed two women walking with a full domestic waste bin at around 8pm today (Monday 6th Oct). Bins were collected today so was unusual they had a full bin. They walked around to Prospect Place and dumped the bin. Another man approached them and asked them to take the bin with them but they refused. I was walking around to my house and saw them going back in to their house.
