Since reporting this , somebody has open the contents over the pathway so people either walk into if they don't see it or now have to walk around it . It's easy to see it in the day time but in the dark it's not . That's how they dump it there in the first place as there is not much light there .

It's now become a hazard as some one open the top and tipped some out on to the pathway. The longer it's left someone else may decide to empty others. On the tubs there is bar codes so for the size of the tubs it's not what you get from shop . With your technology on hand you could find out where it from and then trace how it come to be dump at the location to lead to a successful prosecution.
