Graffiti on wall

This graffiti appeared over the weekend of 4/5 October. Dont know what it says - it appears to be some sort of East European or Russion language. Its been reported as a crime - ref GRA-JJTB9. Is it possible to get it overpainted or removed ASAP please? It adversely affects the ambience for visitors to Summers MEmorials - obviously a sensitive time for people so seeing this nonsence is not great. I believe that the council have repeatedly removed tags from this wall in the past. Many thanks.
