Rubbish dumped

Sent to Bristol City Council less than a minute later. FixMyStreet ref: 8275341.
Person pulled up, got out their car and dumped rubbish in a spot where rubbish is always dumped. The rubbish never gets picked up no matter how many times we report it which makes other people think they can also dump their rubbish there. This problem will get worse and worse until you remove the rubbish that is there.

The rubbish is still there. Please explain why it cannot be fixed or what I can do to fix the problem. It is unsightly and dangerous.
