Stone underneath childrens zipline

The ground underneath the zipline in this park previously had soft surface down but has been pulled up. My 4 year old son today fell off the zipline and fell onto exposed rocks that are sticking out from the ground resulting in a trip to hospital. He had to have his head glued and has concussion
