Flytipping always a issue here, pile getting larger and seen a rat

This pile has been reported before, people in the flats open the gate and throw it out on the green, was parked by there yesterday and now has rats,

Rats still running around, nothing cleared over two weeks reported

And nothing has been done two weeks, getting bigger by the day, and the rats are still there why is it not being cleared
