Flytipping always a issue here, pile getting larger and seen a rat

This pile has been reported before, people in the flats open the gate and throw it out on the green, was parked by there yesterday and now has rats,

  • And nothing has been done two weeks, getting bigger by the day, and the rats are still there why is it not being cleared
