Unauthorised road closure

Blocking access and parking for residents. No notice given. Vehicle could be parked in a much less obstructive way. The other end of the road with parking has also been obstructed with dumped tarmac from roadworks in other areas. Again no notice was given of this and it is causing a hazard for people driving round the corner from Whitby Road to Bloomfield Road.
