Bins permanently blocking pavement

A selection of private and business bins are blocking pavement and have been for several months. Pavement cannot be used by prams/pushchairs/wheelchairs and sometimes cannot even be passed by solitary pedestrians. At end of Cowper Rd by Chandos Rd junction
