Fly tipping on public path

I don’t want to be reported to the person dumping the rubbish as I’m elderly and living alone . This morning 2nd Dec 2025 I noticed the occupant of number 29 Home Ground dumping the rubbish as recorded in my attached photo . There are large gas bottles amongst the rubbish which can also be seen in the occupants garden . There are also jagged edges protruding outwards onto the public pathway .

Please don't just keep collecting her rubbish without taking action. The more you do, the more rubbish she keeps dumping, knowing it will get collected. You have been provided with evidence so please act.
