Pavement impassible due to bin obstruction

Bins are overflowing and haven't been collected for several weeks. They are obstructing the pavement making it impassible. You have to go on the road to get past. Uncollected bins are a magnet for other waste dumping.

    Bins over flowing again and rubbish is blocking the whole pavement forcing pedestrians onto the road.
