Flags on lamppost which can be perceived as being racist

Sent to Bristol City Council less than a minute later. FixMyStreet ref: 8620739.
Flags have been up for a few months which have not been put up by residents. The flags are unsettling to our multicultural community and do not represent a safe environment for all residents. Permission has not been sought to put these flags up. On numerous occasions the flags have been noted to be wrapped around the posts or snagging wires nearby.
