Constant mess outside Eugene flats

Every week I have to report these residents for their filth. Dirty nappies strewn across the street, with food waste. Huge amount of takeaway food packaging. Foxes, birds and rats constantly feeding from here. At a hospital site too. This is a constant continuous problem that needs to be addressed with these residents. As soon as it gets cleared by a cleaning company, the residents litter the street again.
