Location Glencoyne Square, including surrounding communal areas, and the pedestrian lane linking Glencoyne Square to Wigton Crescent, extending towards the walking route from Southmead Hospital to Brentry. Report There is a persistent and worsening accumulation of litter throughout Glencoyne Square and along the pedestrian lane leading to Wigton Crescent. This is particularly evident when walking from Southmead Hospital towards Brentry, where the contrast in environmental quality becomes stark and troubling. The litter includes general waste, food packaging, cans, and wind-blown debris, suggesting infrequent cleansing and a lack of sustained maintenance, rather than an isolated incident. The condition of the area gives a strong impression that this part of Southmead is being systematically neglected. This route is: A key pedestrian corridor for residents A daily walking route for NHS staff, patients, and visitors to Southmead Hospital Part of a wider residential environment where children and older residents regularly pass The current state undermines: Public health and environmental standards Community pride and morale The dignity of an area closely associated with a major NHS hospital Under the Environmental Protection Act 1990 (Section 89), the local authority has a duty to ensure land is kept clear of litter and refuse, particularly in residential and high-footfall public areas. The persistent nature of this issue suggests current arrangements are not meeting that duty. I am requesting: Immediate cleansing of Glencoyne Square and the pedestrian lane to Wigton Crescent Review of routine street-cleaning frequency for this area Consideration of preventative measures (e.g. bin placement, enforcement, or community-based stewardship approaches) This report is made in good faith to support environmental improvement, community wellbeing, and equitable standards of care across all Bristol neighbourhoods
