Complaint issued to Bristol City Council over failure to deal with pigeon excrement

I have submitted complaint to Bristol City Council concerning failure to deal with this issue. It is my understanding that a local authority has a responsibility to intervene if excessive pigeon excrement from a private building creates a "statutory nuisance" on a public walkway, under the Environmental Protection Act 1990 and Prevention of Damage by Pests Act 1949; they can investigate complaints and compel the private building owner to take action, if the fouling makes the public path unsafe or poses a health risk.
