Constant mess outside Eugene flats

Another day of this mess. Council cleaned up only days ago. As soon as it gets cleaned the residents throw their rubbish back on the floor. Dirty nappies and food waste attracting wild pests. This needs to be addressed with the residents as this is opposite hospital site and is like this every week. The pavement can not even be used because of the filth
