Persistent litter issues Lowther Road, Ambleside and Wigton Crescent

Issue: Persistent littering of highway verges and footway edges

Description: There is persistent accumulation of litter along the grass verges and footway edges on Lowther Road BS10, extending continuously along Wigton Crescent and Ambleside. The issue is not a single dumping incident but a repeated and ongoing condition, with cans, food packaging and light refuse visible along the length of these streets.

This has been present for a prolonged period and does not appear to be addressed through routine cleansing, despite these being adopted highways and pedestrian routes.

Affected streets: • Lowther Road BS10 • Wigton Crescent • Ambleside

Statutory and policy context: Under Section 89 of the Environmental Protection Act 1990, the local authority has a duty to keep relevant land, including highway verges and footways, clear of litter and refuse so far as is practicable. The Defra Code of Practice on Litter and Refuse (2018) requires regular cleansing of highways and adjacent land where litter accumulation is recurrent.

Request: Please confirm: 1) Responsibility for verge and footway litter clearance on these streets 2) When a full litter pick / verge cleanse will be carried out 3) Whether current routine cleansing frequencies are being reviewed given the persistent nature of the issue
