Location: Shetland Road, Southmead – road corner / kerbside gully shown in photograph Issue type: Blocked road gully / highway drainage failure Description: I am reporting a blocked or partially blocked road gully at this corner on Shetland Road. Although the standing water has partially drained, this is well after a significant period of rainfall, and pooling at this location has been a recurring issue for over a year. Similar conditions are present at multiple corners along Shetland Road, indicating a systemic issue rather than an isolated defect. The persistence of standing water following storms demonstrates that routine gully inspection, cleansing, and maintenance are not being carried out effectively. This is not a one-off weather event but an ongoing failure of highway drainage management. Why this matters: Standing water increases risk of slips, trips, and skidding, particularly for pedestrians and cyclists. Blocked gullies accelerate carriageway and footway deterioration. Repeated ponding after rainfall indicates blocked drainage infrastructure, not surface runoff alone. Southmead has a known history of surface water issues, making effective gully maintenance particularly important. Statutory and policy context: Highways Act 1980, Section 41 – duty to maintain the highway, including drainage. Highways Act 1980, Section 41A – duty to inspect highways and maintain them in a safe condition. Well-managed Highway Infrastructure: A Code of Practice – requires risk-based inspection and proactive maintenance of drainage assets, including gullies. Flood and Water Management Act 2010 – requires highway authorities to manage surface water effectively as part of local flood risk management. Bristol City Council Highway Maintenance policies – routine gully cleansing should prevent long-term ponding at known locations. What is requested: Inspection and clearance of this gully as a matter of routine maintenance. Confirmation of when this gully was last inspected and cleansed. Review of gully maintenance frequency for Shetland Road as a whole, given repeated issues at multiple corners. Assurance that this location is included in a proactive drainage maintenance schedule, not reactive response only. Summary: This is a long-standing drainage defect evidenced by recurring ponding over more than a year. It reflects a failure of routine inspection and maintenance rather than exceptional weather, and requires a systemic response.
