Make emptying soil buckets (?) onto the river bank

I don't know if this counts as fly tipping, or potentially polluting the river, but at around 17:27 Friday evening, 16th January 2026 this person was unloading buckets of what looked like soil, but of course I can't be sure, onto the edge of the river. This was on the small driveway leading down to the boathouse by the road about, just off Commercial road. I have a photo of their numberplate as well if required.
