Broken fence in dangerous area

There is a broken/damaged fence along the sea walls footpath on the cliff edge. This is one of the boundary fences protecting walkers frome being able to stumble over the cliff that drops down onto the portway. The damage also means that a child would easily be able stumble onto the wrong side causing a significant danger to life risk. The what three words for the reaction of fence is ///bucked.canny.rewarding
