Bed base flytipped

A discarded bed base has been fly-tipped onto the grass verge and partially onto the footway at this location. The item has clearly not been placed for legitimate bulky waste collection and appears to have been left for a prolonged period. This pavement forms part of a regular pedestrian route used by local residents, including older people, families and those accessing nearby amenities. The presence of a large upholstered item creates an obstruction, presents a trip hazard, and risks attracting further fly-tipping and vermin. Upholstered furniture left outdoors is also liable to deteriorate quickly, spreading debris and contaminants into the public realm. Why this needs action (statutory and policy basis): • Under Section 87–89 of the Environmental Protection Act 1990, the local authority has a duty to keep land clear of litter and refuse, including bulky fly-tipped items on highways and verges. • Under Section 130 of the Highways Act 1980, Bristol City Council has a duty to assert and protect the rights of the public to the safe use of the highway, including pavements and associated verges. • The item constitutes controlled waste unlawfully deposited under Section 33 of the Environmental Protection Act 1990. • Bristol City Council’s Street Cleansing and Fly-Tipping Policy commits to timely removal of bulky waste from public land to prevent escalation, health risks, and visual blight. • Leaving such items unmanaged undermines neighbourhood environmental quality and contributes to repeat dumping, a recognised issue in this ward. Requested action: • Removal of the fly-tipped bed base as a priority bulky waste item • Inspection of the surrounding verge and pavement for secondary debris • Monitoring of this location if it is a repeat dumping spot Additional context: This area already experiences persistent environmental pressure. Prompt removal helps prevent further fly-tipping and supports basic standards of civic stewardship and public safety.
