The resident of 29 Home Ground is continuing to dump rubbish in her front garden. It has now become so bad that it is spilling out onto the public footpath and into other people's gardens. It is also an environmental hazard, with cans of Nitrous Oxide and food waste spilling out which will attract rats and foxes. You have received numerous complaints about this and I believe it has been referred to an Enforcement Officer. When are you going to act. Even if she is not a Council tenant, surely there is cause for prosecution under the Environmental Health Act. Presumably you also have the resources to find the property owner.
