Shetland Road, Southmead – on the footway adjacent to residential boundary wall (see photo) Issue type: Fly-tipping / abandoned large household appliance Description: I am reporting a fly-tipped refrigerator that has been left on the public footway on Shetland Road. The appliance has been present for several weeks and has not been removed. The fridge has been dumped directly on the pavement, not within a property boundary, and is therefore clearly on public highway land. It constitutes: An obstruction to the footway A potential safety hazard, particularly for children, older people, and those with mobility or visual impairments An environmental and public health concern if left to deteriorate further The length of time it has remained in place indicates that it is not awaiting legitimate collection and should be treated as fly-tipping rather than a missed bin or transient issue. Why this matters: Shetland Road is a residential street and a pedestrian route used daily by local residents and NHS staff. Leaving a large appliance on the footway for weeks: Breaches basic standards of street stewardship Encourages further dumping Undermines confidence in enforcement and cleansing services Statutory context: Environmental Protection Act 1990, s.33 & s.89 – duty to remove fly-tipped waste from relevant land and keep highways clear of refuse Highways Act 1980, s.130 – duty to protect the public’s right to safe and unobstructed passage on the highway DEFRA Fly-tipping Guidance – large household appliances abandoned on public land constitute fly-tipping and require prompt removal What is requested: Prompt removal of the fly-tipped fridge from the footway Confirmation that this has been logged and actioned as fly-tipping, not routine litter Consideration of enforcement action if evidence allows, given the extended duration Summary: This is a clear case of fly-tipping of a large domestic appliance on the public highway. It has been left for weeks and requires removal without further delay.
