Flytipped tyres

Description: I am reporting the fly-tipping of two vehicle tyres left on the public footway at Arnside bus stop. The tyres are positioned partly on the pavement and close to the kerb, creating an obstruction in a location regularly used by bus passengers, pedestrians, and residents. This is a clear case of fly-tipped commercial waste. Tyres are classified as controlled waste and cannot lawfully be disposed of via household waste streams. Their presence here indicates unlawful dumping rather than accidental loss. The location is a bus stop, which increases the risk to public safety and accessibility, particularly for older residents, wheelchair users, parents with buggies, and those with visual impairments. The obstruction reduces usable pavement width and poses a trip hazard. This incident also contributes to the wider pattern of environmental neglect in the Arnside area, where repeated fly-tipping undermines public confidence and neighbourhood dignity. Please arrange prompt removal and consider whether enforcement action is appropriate, given the nature of the waste. Risk / Impact: Obstruction of public footway Accessibility and trip hazard at a bus stop Environmental degradation Unlawful disposal of controlled waste Requested action: Removal of fly-tipped tyres Consideration of enforcement or investigation if evidence is available Context and grounding (for council officers) Legal: Tyres are controlled waste under the Environmental Protection Act 1990; unauthorised disposal constitutes fly-tipping. Stewardship principle: Catholic social teaching frames care for the local environment as a matter of the common good (Laudato Si’, §§20–22), aligning with local authority duties to maintain safe and dignified public spaces. Community impact: Bus stops are shared civic assets; neglect here disproportionately affects those reliant on public transport.
