Caravan illegally parked on path in front of number 24

Caravan belonging to person at number 24 is parked illegally on the path, blocking access to anybody wanting to use the pavement. Anonymous caller has stated that the woman does not have a license so cannot drive. The police have been notified by several neighbours and have been to this property 4 times but the woman refuses to move her vehicle.
There is no reg number plate on the caravan and it is falling apart (back has hole, front coming away)

Abandoned caravan is illegally parked in Pesley Close which is a cul de sac and causing obstruction to residents trying to get off ther drive ways and cars going up and down the street. Caravan is illegally parked over pavements so pedistrians have to walk in the road, ambulance, fire engines would be unable to get up the road in an emergency,

25ft caravan has still not been removed, resulting in obstruction to vehicles going up and down the street having to mount pavement on opposite side of the road as caravan parked on pavement, caravan has been illegally parked for nearly 4 weeks causing problems for tenants getting on and off their driveways.
