Footpath locked again

Sent to Bristol City Council less than a minute later. FixMyStreet ref: 8863203.
Old Christmas Tree dumped blocking the pavement, there are several bins that are still there that don't belong to anyone and are now overflowing as they Are used by the traders and local people, the bins attract people to dump rubbish, the bins need to be moved. Residents should have had a letter that they needed to remove their bins from the pavement so any left over clearly do not belong to anyone.
