Dead badger in the road

I have already reported this but have been told it cannot be dealt with because it's on private land or inaccessible. As you can see it is on the public highway and is causing an obstruction for cars trying to avoid driving over the body. It's extremely unpleasant for anyone walking past and I would have thought a public health issue. If it¡s not your responsibility please tell me who else I should contact. The previous reference is 8928308
