Kerb stones/fire hydrant tarmac in poor condition

The condision of the pavement /kerb stones and fire hydrant are in poor condision, I am as is the owner of the above flat wish to have a driveway insalled but can not proceed before checking if it is possible for the hydrant to accommodate a lowering of the kerb? I have emailed the fire sevice for there opinion and I would like yours too as I dont know what wisll be involed or if anything can be done? I am hoping this is the case as parking is becoming a issue in our street because most of the houses have driveways.
