Resident digging up pavement/obstructing road

Resident has been digging up the pavement to install a drop kerb for several weeks. During this time, they have covered the surround roads and pavements with skips, vans and building materials - which is incredibly dangerous as their property is on a hill with a blind corner, so residents cannot walk on either side of the pavement and have to risk crossing into the road to access their properties. They also begin their work before acceptable hours (an angle grinder was in use at 7.30am yesterday),.
