Caravan blocking the footway. Has been there since May. Doesn't appear to be occupied but there is a power lead going across into the house of the people who own it

I reported this obstruction 16th sept 2016, checked fix my street web page today and you say you have fixed this problem on 24th Sept 2016. It says case closed and fixed. I assure you this has not been fixed and I assume as a full council tax payer and home owner myself it is now perfectly legal to set up a working mobile home on a resident street for 6 months or more avoiding council tax, road fund tax while causing an obstructing to all manor of vulnerable people especially when cars park on the adjacent pavement. As far as I am aware rule 218 of the Highway code has never change. Please look into this again.
