Car has been sitting here unmoved for over a year full of rubbish

The car is full of rubbish abandoned on the street. The same owner has 10-20 cars in the same area all abandoned on the street full of rubbish in an area where parking can already be tricky. Many are taxed but most don’t have an MOT so shouldn’t legally be on the road. This has been reported to the council by multiple people and nothing is being done about it.
