Crumbling pavement

This has been covered in tarmac so poorly that it has burst through. The pavement is not safe and I have seen youths throwing the large lumps of tarmac at cars and people. You can’t walk on it, you would not be able to get a pram or wheelchair around it. What poor quality contractors are being used to do such a bad job as this?
