Dropped curb with off street parking installed

Sent to Bristol City Council less than a minute later. FixMyStreet ref: 9064960.
The kerb has been dropped without (to your knowledge) a legal crossover agreement.
The gives access to the rear garden of flats on Coldharbour road.

The off-street parking space has no boundary drainage, and the surface apprears to be non-porous. I understand Planning Permission is required, as the property (158 Coldharbour Rd) is divided into flats. There is no planning application. Another 2 properties in Halsbury Road have recently converted front gardens into parking spaces, with non-porous surfacing and no boundary drainage.
