Wide area of top layer missing - multi- pothole issue

This is a large cluster of potholes that have slowly been deteriorating. They probably span at least 3m X 3m and are impossible to avoid going either direction in the car. The top layer is very nearly gone from all holes and very nearly down to MOT layer. Potentially lethal to cyclists.
