Overflowing bins & boxes of mixed waste on footpath of Boston Road

This has been persistent problem for the last four years or more, involving unsorted waste of all kinds including food, nappies & other household waste. It also attracts fly tipping. Understandably, when in it's present state, it goes uncollected by Bristol Waste, and birds and animals, including rats, get into it and spread it. I believe BCC have cleared it several times before, which Boston Road residents appreciate, residents have also often cleared the mess themselves, but the underlying issue continues unaddressed. Part of the problem is the space is inadequate provision for the bins and boxes of residents of flats and businesses on Filton Road, which even at the best of times, obstruct the footpath.
