Trees blocking footpath/bridleway

This right of way(footpath) has been used for 20 years as a bridleway and since kingsweston riding school has closed it has been left to grow out of control(2 years at a guess? it is difficult to ride or walk really due to low branches( I have a small pony and got half way unmounted). This little route connects the bridleways in hallen with those at blaise castle while missing most of queuing traffic at the round-a-bouts on the one way system. other riders have informed me they are riding up the wrong way on the one way system, but I feel this is very dangerous. This route would get used again if it was cleared and I believe as it has been used for 20 years as a bridleway we have some scope for keeping it open as such. please could you help. I believe the route is owned by the council. I am also in contact with south glos council to get a bridleway in hallen open again. I believe these routes are also used by cyclists and pedestrians with pushchairs so although horse riders may seem like a tiny handful, I really do believe we should try and keep our routes alive and get off the roads as much as possible as unfortunetly they are very busy in the area. many thanks in advance, let me know if I can give any further information or be of any assistance what so ever concerning bridleways/footpaths in this area.
