Hole in gutter where people cross road

I noticed this today as I was walking to bus stop.i remember a drain being here and roadworks recently. Looks like drain cover has been removed . Repair to remove drain has fallen in. You can see the size of the hole. I think you will see dogs and people falling down this . Certainly when dark. Please do something about and have the contractor that removed it fined and removed from your lists, for poorworkmanship. The positioning of this drain should actually remove water. !!! Please send me the contractors name.
