Abandoned car taking up of valuable space

This car has been left on the street for more than two months, it has flat tire, and although it is taxed the MOT is very out of date, it should not have been able to be taxed without a valid MOT. Nobody has touched it for several months and it’s not owned by anybody who lives anywhere near our our street.
