This vehicle has been parked for 4+ months with a flat tire and mounted to the pavement which makes it difficult for people with pushed chairs and wheelchair to get by. It has been there so long plants are beginning to grow from under the bonnet. Please can this vehicle be towed? It has no MOT and the owners clearly are not doing anything about it.
