Gusto restaurant is flytipping

Restaurant Gusto is regularly throwing his binbags next to their bin and around the street since the refuse to get the bin emptied. As far as I know business required to keep their bins indoor. There are multiple flats around and all of the flat struggling with rats sinc he's throwing kilograms of unused meat just being exposed on the street. Also his bin is not even on his property. I pretty much understand that restaurants producing rubbish, but he might have to get that enormous bin emptied every few days... Also the council tax we pay each month should cover the cleaning up the street since he's not being regulated.
