Litter from overflowing bin

The employees of the Gusto restaurant frequently leave bags of rubbish outside the bin, which is already consistently overflowing. Nearby birds (seagulls) tear the bags open, pulling out food and leaving a mess behind. The area is full of rats, which approach without hesitation when they see food waste.
Please speak with the staff to ensure they keep the surrounding area clean.
In addition, we pay monthly council tax, which is also intended to cover street cleaning. As shown in the attached photo, this is not being properly carried out.
