The gulley outside my house smells (all the time)

I live at 19 Percival Road, Clifton, but my front door is in Camp Road (it is a corner house). The gulley close to my front door smells (all the time). Council workmen told me ages ago that it lacked something (I think it is called a cap) so the smell comes out where it should not (where there should be some sort of cover, just under the grating). They said someone would come to fix it, but nobody came. And I have seen rats here - possibly linked. Hope this is clear.

    Has the missing cap, or brick, (I'm not sure of the correct term) been replaced?
