This is on council property. On green area outside flats 75, and above. Behind recycling area. During the morning this large amount of rubbish was dumped, it is an eyesore.

It would appear that the rubbish was dumped into the green bin, it's now full and highly likely to overflow.

Could it be urgently emptied.
