Cones blocking left hand turn towards St John’s lane

Can you tell me way cones are in place stopping traffic turning left since Saturday 16th may for work that’s happing on the sidewalk and not the actual road?? It’s causing unnecessary traffic jams …. Why can’t the cones be removed and repositioned when the work is actually in progress?
