Only selected trees being cut

I am writing to find out why only a few selected trees are being cut in the kingsway. The first tree in the photos is not being cut however the second one is. As you can see the first tree is a lot bigger than the second. The amount of tree branches that full on cars during bad weather and the children pull on the branches on there way home from school. This issue has been ongoing for years with this tree outside my house and in the 32 years we have lived here this tree has only been cut once. I am outraged that you only think a few of the trees should cut. I know this due to speaking to the men cutting them and they have a list of only a selected few due to those selected few being cut before. The last picture is what they have done to one of the trees, why can they not all be done like this?
