Water running on to pavement

Water is running out of the adjacent small wooded area (that is part of the nearby allotments?) and on to the pavement. Has been running like this for many months/(years?). Forms ice in the winter and makes pavement very dangerous. Always assumed was surface water run off, but attached photo was taken 27th May '26 (towards the end of the recent heatwave) so is more likely to be a leaking pipe. No smell, so not waste water. Has been previously reported as FixMyStreet ref 5503634 and 4168863, but no resolution so reporting again.
